Localised bundles have their own limit
Most stores can create about 80 localised bundles. This limit is separate from your plan's bundle limit and cannot be increased, and the app warns you as you get close. It applies to localised bundles of every discount type except fixed total price. See Localised bundles: pricing for Shopify Markets.
